Pre-Filing Bankruptcy Budget and Credit Counseling

Under the new Bankruptcy Abuse Prevention and Consumer Protection Plan Act 2005, all individual debtors who file for bankruptcy on or after December 17, 2005 must undergo Pre-Filing Counseling within six months before they file for bankruptcy.

Consumer Credit Counseling Services of Hampton Roads is a program of the Center for Child and Family Services. CCCS of Hampton Roads has over 30 years experience of helping people with financial difficulties. We are a non-profit agency, in accordance with section 501C(3) of the IRS Code.

If you are filing jointly with your spouse please indicate "yes" on the application.  If both joint filers cannot complete the online session together, and the filers will have to complete the online session at different times, please indicate "no" on your application.  Once you submit your registration, you must attend the online session as you have indicated on your application.  Upon receipt of your application, individual log-in identification will be provided to you to complete the online counseling session. 

Credit counseling sessions and classes are offered to debtor students without regard to a debtor student's ability to pay.

Fee Waiver Statement

A client may request a waiver in paying the standard program fee for a Consumer Credit Counseling Services of Hampton Roads due to pay such program fees (i.e. examples below).  The fee may be waived by requesting a fee waiver.  Our objective is to provide the level of counseling services regardless of a client's ability to pay for services.

Example of possible reasons for a client fee waiver/reduction:

  • Individuals with household income at or below 150 % of the Federal Poverty Guidelines.

  • Services will not be withheld due to client’s inability to pay
